ARTICLE I - NAME - HEAD OFFICE - DURATION

Section 1 In conformity with the Dahir N° 1-58-376 dated 3 Joumada I 1378 (November 15 th 1958) amended by the Dahir N° 1-73-283 of 6 Rabii I 1393 (April 10th 1973), it is created a moroccan association of petroleum geologists, it shall be called « The Moroccan Association of Petroleum Geologists » MAPG.
Section 2 The address of the Head Quarters of the association is : 34 Al Fadila Avenue - 10050 - Rabat
Section 3 Its duration is unlimited

ARTICLE II - PURPOSES

Section 4 The purposes of the Moroccan Association of Petroleum Geologists are no lucrative.

The purposes of this association are to advance the science of geology especially as it relates to petroleum, natural gaz, other subsurface fluids and mineral resources, to promote the technology of exploring for, finding and producing these materials in an economically and environmentally sound manner to inspire and maintain a high standard of professional conduct on the part of its members.


ARTICLE III - CODE OF ETHICS

Section 5 The code of ethics
Chapter 1 General principles

  • a- Geolgy is a profession and the privilege of professional practice requires professional morality and professional responsability,
  • b- Honesty, integrity, loyalty, fairness, impartiality, candor, fidelity to trust and inviolability of confidence are incumbent upon every member as professional obligations.
  • c- Each member shall be guided by high standards of business ethics personal honor and professional conduct.
Chapter 2 Relation of members to the Public

  • a- Members shall not make false, misleading or unwarranted statements, in regard to professional matters not shall they engage in false or deceptive advertising.
  • b- Members shall not permit the publication or use their reports or maps for any unsound or illegitimate undertakings.
  • c- Members shall not give professional opinions, make reports or give legal testimony without being thoroughly informed as reasonably required.
Chapter 3 Relation of Members to Employers and Clients

  • a- Members shall disclose to prospective employers or clients the existence of any pertinent competitive or conflicting interests.
  • b- Members shall not use or divulgue any employer’s or client’s confidential information without their permission and shall avoid conflict of interest that many arise from information gained during geological investigations.
Chapter 4 Relation of members To one Another

  • a- Members shall not falsely or maliciously attempt to injure the reputation or business of others.
  • b- Members shall freely recognize the work done by others, avoid plagiarism and avoid the acceptance of credit due others.
  • c- Members shall endeavor to cooperate with others in the profession and shall encourage the ethical dissmination of geological knowledge.

ARTICLE IV - COMPOSITION AND ORGANISATION

Section 6 Conditions of adhesion

Every candidate for admission as an active member shall submit a found application on an application form authorized by the head office signed by the applicant and endorsed by not less than three members who are in good standing, stating the applicants training and experience

If the bureau after due consideration, judgeds that the applicant’s qualifications meet the requirements of the constitution, the bureau shall cause to be published in the Bulletin or by any other suitable means, the applicant’s name.

The Association is composed of:

Honorary Members - Donating Members - Active Members

  • Honorary Members

  • Honorary Members shall be those members of this Association who shall have contibuted distinguished service to the cause of petroleum geology. Such determination shall be made by the bureau. Honorary Members shall not be required to pay dues but shall have all the priviliges and advantages of active membership in the association.


  • Donating Members

  • Donating members shall be those candidates who have to pay dues 15 times as an active members. Donating members shall have the same rights as an active members.


  • Active Members

  • Any person engaged in the practice or teaching of geology may apply for active membership. The applicant must hold a bachelor’s Degree in géological science.

  • Associate Members

  • Any person not qualified for any other class of membership who is a graduate of a college of acceptable academic standards whose employment is associated with geology, may apply as an Associate.


  • Students

  • Any student majoring in geology or in a field of study related to geology may apply for student membership.Student membership shall terminate upon termination of academic enrollement.

    Section 7 Commission

    The association might set up after deliberation of its committee commissions whose job is to examin particular scientific questions.
    Section 8 Resignation and Loss of Membership Rights

    A member looses his membership by:

  • Resignation:

  • Any member of whatever classification may resign at any time from the association such resignation shall be in writting and shall be accepted by the executive committee.

  • Loss of Membership Rights:

  • Any members of whatever classification who forterts membership for non payement of dues, or who is expelled for ethical reasons ceases to have any rights in the Association. This member is invited first of all to present explication to the Excutive Committee. The General Assembly decides the expulsion after suggestion of the Executive Committee.

    ARTICLE V - ACTIVITIES - MEETINGS

    Section 9 General Assembly

    General Assembly consist of all the members of the association. It meets once a year at the call of the Executive Committee or upon the request of ¼ (one quater) of the members. The Executive committee suggests the work paper.

    All members should receive the convocation fifteen days prior to the meeting.

    The convocation should contain a work-paper.

    The president or any member who remplaces him presides the General Assembly.
    Section 10 Members of the Executive Committee

    The Executive Committee of the Association shall be the following:

  • 1 - President

  • 2 - First Vice President

  • 3 - Second Vice President

  • 4 - Third Vice President

  • 5 - Fourth Vice President

  • 6 - General Secretary

  • 7 - Treasurer

  • 8 - Editor

  • 9 - Vice Editor

  • a - President

    The President shall be the chief executive officer of the Association. The President shall be the spokesman for the Association or all matters pertaining to the public. The President shall preside the meeting of the Executive Committee and the meetings of the Association shall appoint the delegates to cooperating organizatiions to represent the Association. The President shall give hand togother with the Treasurer. In the absence or inability of the President to serve the Vice President shall perform his duties.

    b - First Vice President

    The Vice President shall perform the duties of the president in the absence or inability of the President to serve. The Vice President shall perform the duties of the president as may be assigned by the president.

    c - Second Vice President

    The Vice President shall perform the duties of the president in the absence or inability of the President to serve. The Vice President shall perform the duties of the president as may be assigned by the president.

    d - Third Vice President

    The Vice President shall perform the duties of the president in the absence or inability of the President to serve. The Vice President shall perform the duties of the president as may be assigned by the president.

    e - Fourth Vice President

    The Vice President shall perform the duties of the president in the absence or inability of the President to serve. The Vice President shall perform the duties of the president as may be assigned by the president.

    f - General Secretary

    The Secretary shall be responsible for recording the actions of the Executive Committee. The secretary shall animate and coordinate the actions of the Association. The secretary shall supervise the execution of the decisions of the Executive Committee.

    g - Treasurer

    The treasurer shall supervise the receipt of all funds and under the direction of the Executive Committee be responsible for all disbursements of funds of the Association. The Treasurer shall make the annual report.

    h - Editor

    The Editor shall gave general supervising and fund authority in soliciting accepting and rejecting all matérial on technical subjects for publications in the Bulletin or in special ² publications with the approval of the Executive Committee, the Editor shall appoint, replace and reappoint such, volunteer associate editors from among the membership of the Association. The Editor shall submit an annual report of editioral activities to the Executive Committee.

    i - Vice Editor

    The Editor shall gave general supervising and fund authority in soliciting accepting and rejecting all matérial on technical subjects for publications in the Bulletin or in special ² publications with the approval of the Executive Committee, the Editor shall appoint, replace and reappoint such, volunteer associate editors from among the membership of the Association. The Editor shall submit an annual report of editioral activities to the Executive Committee.
    Section 11 Election of officers

    These officers shall be elected from among the membership of the Association by means of secret ballot. The Executive Committee is elected for two years. The different l lists of members of Executive Committee are presented by the applicants to the President’s office fifteen days prior to the date of the elections.

    The election by correspondance is accepted.

    The General Assembly -after voting- may re-elect the Executive Committee for one term by the vote of the majority.
    Section 12 Meetings

    A written report is submitted after each meeting, it is signed by the General Secretary.

    The Executive Committee meets each three months upon call of the President or upon request of three of the members.

    ARTICLE - VI AMENDMENTS


    The Executive Committee shall propose any amendments in the constutution or it might proposed by the fourth of the members of the General Assembly. Such revision will not be definitve execept after the approval of the General Assembly.
    Section 13 The voting of the revision of the constitution may be made by mail ballot. These amendements will be definitive after the relative majority vote by mail ballot.
    Section 14 Proposal of Amendments

    Such amendments may be proposed by the following :

    a - The Executive Committee of the Association

    b- A Committee appointed by the President

    c - A proposal in writing signed by any fifty members of the Association

    c - All such resolutions or proposals must be submitted to and action must be taken during the annual meeting of the Executive Committee
    Section 15 Legality of Amendments

    The legality of all amendments shall be determined by the Executive Committee with advice of councel
    Section 16 Publication of Amendments

    Upon affirmation of legality as the proposed amendments, the Executive Committee shall cause them to be published in the Bulletin or by other suitable means at least two months prior to the annual meeting

    ARTICLE - VII - DONATIONS AND DUES

    Section 17 Resources

    The annual resources of the associations are :

  • Dues paid by the members and appointed by the General Assembly as proposed by the Executive Committee.

  • Subvention from the state and from the public and private establishments.

  • Donations.

  • Funds collected from scientific meeting (seminars).
  • Section 18 Dues

    a - Social activities

    The fiscal year shall begin on July 1st and end on June 30th next year.

    b - dues

    The payment of the dues is annual, it entitles each member to receive without further charge a copy of MAPG Bulletin.

    c - Dues and Billing

    The annual dues of members shall be payable in advance of the fiscal year in accordance with a schedule to be established annualy by the Executive Committee. Any annual change in dues for Active Members cannot exceed twenty percent, and that this annual change is non cumulative. A statement shall be mailed to each member of the Association before July 1st of each year, stating the amount of annual dues.

    d - Arrears and suspensions

    Any members of whatever classifications whose dues are in arrears for more than sixty days and for less than one year shall be suspented from membership in the Association and shall note be entitled to the privileges of membership.

    e - Forfait of membership

    Any member of whatever classification who is more than on year in arrears in payment of dues shall forfait membership in the association and the member’s name shall be removed from membership rolls.

    ARTICLE - VIII - DISSOLUTION OF THE ASSOCIATION

    Section 19
    • In the event of the dissolution of the Association, the General Assembly is called to meet especially.

  • A majority of two thirds of the present or represented members is necessary to approve the dissolution.

  • In the event of the discussion of the Association, the Association shall distribute any assots remaining after the discharge of all liabilities, for charitable, scientific or educational purposes. It is recognized that, under these circumstances no member of the Association shall have any right or interest in or to the property or Assets of the Association.
